A collection of software programs that provides an environment where programs can be executed on a hardware platform to perform useful work (and I am sure you have noticed one of your programs being executed, there you were, happily doing something and then all of a sudden; WHAM! no more computer, work …). The primary distinguishing characteristic of an operating system is that it manages the computer's resources. This management includes the arbitration between devices, allocation of memory, and most importantly manages the usage of the CPU's time. With effective time management the computer can emulate the existence of "virtual" devices (including Virtual Memory) and gives users the illusion that several programs are executing at the same time.
