This Message means that the BOINC Client Software has tried to contact the Project and has established minimal contact with the Project's Scheduling Server, but the Project itself is currently Off-Line because of other problems.

In one of the examples the problem was that the Scheduler was unable to connect to the BOINC Database and because of this, the Scheduler is unable to process any Scheduler Requests.

Sending request to scheduler: '(url)'

The Participant's Computer is asking for more work by submitting a request to the Scheduler.

Scheduler RPC to '(url)' succeeded

The Scheduler Request succeeded.

Message from server: Server can't open database

But the communication between the Scheduler and the BOINC Database is not functioning.

Project is down

Because there is no connection between the Scheduler and the BOINC Database the Scheduler cannot service any Scheduler Requests.

Deferring communication with project for "x" hours, "y" minutes, and "z" seconds

Now, we will wait for some interval of time set by the Exponential Back-Off Mechanism.
