The Client State File is a "scratch-pad" where the BOINC Client Software maintains a record of system state, Results being processed, Preference Settings, and so forth.
There are three copies of the Client State File that are maintained in a "rotation" so that if the BOINC Daemon terminates abnormally and was in the process of modifying the Client State File, thereby corrupting the contents, a relatively recent copy of the state information can be recovered.
